Abstract: This report presents the findings of the Phosphorus Management Strategies Task Force. The task force was appointed in the spring of 1978 by the Great Lakes Science Advisory Board (at that time the Great Lakes Research Advisory Board) with instructions to investigate alternative strategies for managing phosphorus inputs to the Great Lakes. Subsequently, the task force membership was expanded to become a joint task force reporting to both the Science Advisory Board and the Water Quality Board of the International Joint Commission.
