dc.description.abstract This paper describes the conceptual basis underlying IROWC, and proposes a hierarchical framework to guide the application of a suitable methodological approach to IROWC. It also establishes the focus of IROWC relative to priority contaminants and appropriate geographic scales. These concepts are used to guide the development of a methodology for IROWC in a subsequent paper.
